Mufti Sayeed: The man who fought for dignity of Kashmir

Let us resolve to carry on his mission for the betterment of people and fulfil his dream of making Kashmir the real paradise on earth

Mufti Muhammad Sayeed was a tall and farsighted politician who touched the heights of politics, showed wisdom and perseverance and dominated the political landscape in country and a strife torn Jammu Kashmir for over sixty years.

Today, in Kashmir we mark his second death anniversary. The political stalwart and founder of Peoples Democratic Party (PDP) changed the political discourse in state in an unflappable, thoughtful, and prudent manner. He was a serious and sympathetic politician who fought for the dignity of the people of Kashmir.

In his six decades long political career, Mufti Sayeedwent through innumerable ups and downs but never gave up, instead fought his step amid all the difficult conditions.

Until his last breath, he showed his commitment towards his people. Even at the death bed he would inquire about the public oriented issues and insist for the speedy redress. 

Mufti entrusted his daughter Mehbooba Mufti on the death bed to ensure the smooth functioning of system in his absence who otherwise was nursing her father at the hospital.

He sought reports about the on-going projects while the Principal Secretary was directed to update the implementation of decisions and guidelines.

An astute administrator, Mufti Sayeedduring his regime from 2002-2005 proved his farsightedness and set the precedence of accountable governance in Jammu Kashmir besides took marked political decisions.

In the freezing cold of ChailliaKalan few days before his death, Mufti Muhammad Sayeed without caring for his health and ageing took stock of all developmental projects across Srinagar city.

To him Srinagar city was the heart of the state. He not only laid foundation of many projects, but also addressed his last public convention in the city.

At the time when we are mourning his departure and remembering him on his second death anniversary, let’s resolve to carry on his mission and commitment for the betterment of people and fulfil his dream of making Kashmir the real paradise on earth. 

His agenda and commitment was to provide healing touch and return peace with dignity and to fulfil this dream he fought till his last breath.He stressed on dialogue and reconciliation between India and Pakistan as the only means to achieve peace in South Asia.

When he took over as the chief Minister of the State of Jammu Kashmir in 2002,his bold and timely initiatives rekindled a fresh hope among the people of the state.

The ceasefire on the borders, restoration of dialogue with separatists, Pakistan and Confidence Building Measures (CBMs) goes to his credit. 

In 2002, when the Mufti Sayeed was in power, he ensured the protection of human rights with the abolition of POTA law. He made people realize the security for their life and loved ones by making security forces accountable and curbs the crackdown and search operations.

Lt. Gen (Retd).V G. Patankar wrote, referring to a decision of the Mufti Sayeed, in an article on NDTV Blog that:“Mufti was concerned that people were greatly inconvenienced because the national highway between Jammu and Srinagar remained open only during hours of daylight. It was necessitated by the fact that the security forces were just adequate to ensure safe conduct of traffic on that vital link by day; at night, the strength of troops required for the task could be threefold or more.

“So when he asked me why the road could not be kept open all 24 hours, I detailed the rationale, substantiating it with statistical data and tactical necessity. He seemed convinced at the time, but a few days later, he mentioned to me that he had decided that the road should be kept open 24/7.

“An announcement made to that effect was greatly appreciated by the people. As days went by, the Chief Minister was proved right. There was no trouble on the highway. When we met next, he explained to me that it was an essential step for his healing touch policy,”Patankar wrote.

You may differ with MuftiSayeed’s political views but the circumstances in which he made a distinct political identity deserved tribute. He not only advocated for peace, strengtheningof democratic institutions but also provided impactful political alternative to the people in the form of PDP.

He gave a new lease of life to the political establishment in Jammu Kashmir by launching fresh recruitment of young and educated politicians and nurtured them while pursing the goal of a strong regional political alternative.

To him democracy was the battle of ideologies and he was always concerned about the concerns of political opponents.

With the death of Mufti Mohammad Sayeed, the State has lost a sympathetic leader and soul healer.  Unfortunately, his ambitions of peace didn’t reach to the logical end though he set the promising beginning for all of us. 

Need of the hour is to take forward his visionary vision and carry forward the peace and developmental agenda to take it to the logical end. He left an indelible imprints on the political landscape of Jammu Kashmir.

Though the void created by his demise will remain unfulfilled, his vision,ideas and teachings shall continue to guide us.

Let us fulfil his dream and make Jammu Kashmir a cradle of peace and development as part of tribute to him.

Rebuilding Kashmir

Give peace process a chance

In his speech on 15 August, this year, Prime Minister Narendra Modi, urged a more conciliatory approach towards troubled Kashmir and emphasized that problems can be solved only by “embracing” the people of Kashmir. His statement was received positively by the observers who believed that the moment will mark a shift in the policy of the central government vis-a-vis Kashmir.  

Then Union Home Minister Rajnath Singh during his recent visit to Kashmir Valley talked about dialogue as the means to resolve all problems raising hopes among the people for the stability in the region. The remarks of Singh were appreciated by all the stakeholders. The statements from the Union government evidently reflect a marked shift in its Kashmir policy. One can glean from these statements that India has agreed to initiate the political process in Kashmir to settle down the imbroglio and move away from the military measures which are in place after the outbreak of insurgency in the valley.

The ruling People’s Democratic Party (PDP) welcomes the political measures in Kashmir and it has been striving for the same since 2002 when the former chief minister late Mufti Muhammad Sayeed advocated the uninterrupted political dialogue with all the stakeholders of the disputed region.

The dialogue which was initiated under the Prime Minister Atal Bihari Vajpayee with separatists and Pakistan was later brought to a grinding halt by successive regimes for various reasons. Better late than never! As the central government has agreed to start the political process in the region, the government needs to pick up the threads from the point where it was stalled.

The enduring conflict has brutally shaken the people of the valley and has left them scarred them beyond repair. They are fed up with the unending cycle of violence and bloodshed that has only seen them shouldering the coffins of their loved ones.  

As the state government is hoping for the resumption of dialogue by New Delhi it has already started expediting the developmental and infrastructural works in the region to minimize the grievances of people. Macadamization of far-flung areas is taking place, health care and educational sectors are on the priority list of the government and many other projects are in the offing. But all of it can only bring cheers on the faces of people when there is a permanent political settlement of the pending issues for which the New Delhi must take bold and significant steps.   

The New Delhi must retain the credibility of its statements and execute the commitments written in the “Agenda of Alliance”. Both the alliance partners need to grab the opportunity and become the agents of peace in the gloomy valley.

The main stakeholders, separatists might have a contrasting ideology but New Delhi must start the interrupted dialogue with them as difference in ideologies is vital for the flourishing of democracy. One can differ with them but certainly can’t ignore them as they have a say in the public domain.

In the interest of common people separatist leaders also have to bring a change in their approach. They  have to give chance to the same process which they supported in 2002. Jammu Kashmir Liberation Front (JKLF) chief Mohammad Yaseen Malik has on record acknowledged how he tried to convince militant leadership in Pakistan to give peace process a chance. Now once again the joint separatist leadership has to demonstrate political maturity by creating a conducive atmosphere for dialogue. 

Mehbooba Mufti-led government is working tirelessly and with dedication for the restoration of peace in the valley. Chief Minister is herself hopeful about the restoration of peace. But the responsibility lies on New Delhi to play their role for it. 

There has been a history of trust deficit between New Delhi and the people of Jammu and Kashmir.  As the Prime Minster and Union Home minster this time toned down the rhetoric and assured to reach out to the aggrieved class in Kashmir, it is high time for New Delhi to retain its credibility and think out of the box to reclaim the peace in the troubled region which has consumed thousands of lies so far.

Isn’t it time for Self Introspection Mr. Mirwaiz.

When devotees and religious aficionados where busy seeking the blessing and mercy from God and praying for peace and tranquility inside the historical Jamia Masjid Srinagar, the same time some unscrupulous and devious elements were busy lynching a police officer who was there on duty to ensure the safety of the same devotees. The shocking and appalling thing was that when this lynching took place, Hurriyat Leader and Mirwaz Umar Farooq was addressing people.

Jamia Masjid, this historical religious place, has always been used as the political podium by the Mirwaz family. That is why, Jamia Masjid is synonymously used to describe the politics of Mirwaiz.  Being the religious and the poster politician of this small city corner, the downtown, Mirwaiz Umar Farooq, undoubtedly, enjoys a twofold responsibility. However, the question lurking in minds of people is whether Mirwaiz is properly fulfilling his duties or is creating confusion among the masses with his dubious ideas. Being a native of Kashmir, I dare ask few questions to Mr. Mirwaiz with the hope that he will respond to the masses of Kashmir.  

Mirwaiz Umar sahib, you enjoy the religious and political influence in the old city of Srinagar but have you ever thought about the welfare, prosperity and development of the citizens of these areas. Have you ever tried to resolve the day to day problems your neighbours are encountering? Mr. Mirwaiz, it is perhaps your politics which has pushed a common man to the wall. He does not seem to recover from the morass he is trapped in.

People of downtown not only share religious sentiment with you but you also claim to represent their political aspirations. For them you are a religious and political leader but have you ever tried to suitably guide them. You might know it very well that how your own people have conspired against you to question your hackneyed politics and even tried to reduce your public communication.

Mr Mirwaiz you know it very well how since long stone pelting has become a norm outside the same Jamia Masjid you are claiming to be the sole custodian .Before your Friday sermon youngsters assemble outside the masjid and pelt stones on security forces and compel local businessmen to shut down their businesses, why are they doing all this and for what, you must have thought about it and if not then you should.

I have read your statements on civilian killings but have never read or heard anything from you about the violence perpetuated by these youngsters inside your political den .Neither have you ever condemned these uncivilised forms of protests.

When a DySP who was on duty to ensure your and devotees safety was lynched, you were prewashing peace inside the Masjid .I wonder what were you preaching there that just outside the Masjid a Kashmiri Police officer was beaten to death by his fellow Kashmiris.  Mirwaiz sahib, you were respected for your nonviolent ideas but how can you allow your followers to resort stone pelting and hoist ISIS flags .Don’t you think that it can have direct impact on your religious and political  ideology.  

Dear Mirwaiz ,the form of violence you have embraced today has not even spread your own family .You lost your  dear father Late Mirwaiz Moulvi Farooq Sahib and your uncle Molvi Mushtaq sahib , was killed inside the masjid. Your fathers killing puts religious and political  burden on your shoulders when even you were not ready for the same.

Despite being yourself victim of this sense less violence, you have not only utterly failed in controlling this violence but you have been wittingly and unwittingly  provoking people around your colony for more violence .It is difficult for us to overlook the gruesome murder of your follower and neighbour Tariq Ahmed  who got killed for objecting the senseless culture of violence from downtown. Neither you condemned nor did you try to make your followers  understand the negative impact of this violence on our political and social fabric .Don’t you think that you have failed in both your political  and religious matters?

May Allah bless Mirwaiz Rusul shah sahib’s soul for imparting education and contributing to the initial phase of enlightenment in Kashmir . But last year when schools were burnt down you apparently encouraged the trend of destroying the old heritage of knowledge seeking .

For not participating in democratically held election in Kashmir, you directly disempower your poor follower who then becomes the victim of mis- governance and faces other forms of economic oppression. No doubt because of your politics, some people and mainstream politicians are indirectly benefitted but people at large suffer because of this.

Your image as a moderate and forward looking leader is a hope for the people who want to live their lives peacefully. It  is expected from you that you will work towards building bridges of bonhomie and progress among the people and communities

The violence has not helped Kashmir in any way ,and those who really care for this beautiful place must come together and defeat the forces who are against it .May you live long .

نئی دلّی کی کشمیر پالیسی میں بڑی تبدیلی؟

15اگست کو لال قلعہ کی فصیل سے وزیر اعظم نریندر مودی نے کشمیریوں کو گلے لگانے کی بات کی تو مبصرین وزیر اعظم کے بیان پر اپنے نقطہ نظر سے تبصرہ کرنے لگے کہ’’گلے لگانے‘‘کا مطلب کیا ہوسکتا ہے؟

وزیراخلہ راجناتھ سنگھ نے ریاست کے دورہ کے پس منظر میں پریس کانفرنس کے دوران وزیراعظم کے اس بیان کا حوالہ دیکر جب مصالحت اور مذاکرات کی بات کی تو ایک بار پھر امیدوں کے دیے جلنے لگے ۔گو کہ ابھی یہ شروعات ہے، لیکن جس لہجے میں انہوں نے بات کی، اُس سے ایسا محسوس ہوتاہےکہ نئی دلی کی کشمیر پالیسی میں بڑی تبدیلی آئی ہےاورمصالحت کا راستہ اختیارکرنے کو ترجیح دی جارہی ہے۔

اس حقیقت سے کسی کو انکار نہیں کہ مرکزی سرکار کی فراخدلی سے  مالی امداد کی وجہ سے موجود ہ سرکار نے ریاست میں تعمیر و ترقی کے کئی اقدامات کئے ہیں۔سڑکوں کی تعمیروتجدید سے لیکربنیادی انفراسٹرکچر اورتعلیم و صحت کے شعبہ میں زور و شور سے کام چل رہا ہے۔ تاہم اگر کوئی یہ سوچے کہ محض مالیاتی پیکیجز سے کشمیر کا مسئلہ حل ہوگا تو یہ دن کو رات کہنے کے مترادف ہوگا ۔بے شک ترقیاتی عمل قیام امن کے سلسلے میں ایک قدم ہوسکتا ہے ۔لیکن محض پیسوں کی ریل پیل ہی سارے مرض کی دوا نہیں ہے ۔کشمیر کا بنیادی مسئلہ سیاسی ہے اور اس کے حل کیلئے سیاسی اپروچ اوربالغ نظری کا مظاہرہ کرنا ہوگا۔اس ضمن میں وزیر داخلہ کا بیان انتہائی خوش آئند ہے کہ وہ کھلے دل سے تمام فریقین کے ساتھ بات چیت کیلئے تیار ہیں ۔انہوں نے یہاں تک کہہ دیا کہ وہ شکوے ،شکایات کا ازالہ کرنے کیلئے تیار ہیں۔

مبصرین کے نزدیک ایسا کہہ کر انہوں نے علیحدگی پسندحلقہ کو مخاطب کیا ۔اگر واقعی وزیر داخلہ علیحدگی پسند قیادت سے بات چیت کیلئے تیار ہیں تو یقینی طور پر یہ ایک نئے صبح کا آغاز  ہے، کیونکہ کوئی انہیں پسند کرے یا نہ کرے ،علیحدگی پسند قیادت ایک زندہ حقیقت ہے اور اس سے قطعی انکار نہیں کیاجاسکتا ہے ۔جمہوریت خیالات کی جنگ ہے اور جمہوریت کا حسن ہی یہی ہے کہ وہ حکومتی موقف سے اختلاف کرنے والوں کو بھی اپنی بات رکھنے کا موقعہ فراہم کرتی ہے ۔جہاں تک علیحدگی پسندوں کا تعلق ہے تو یہ ایک خیال اور ایک نظریہ کی ترجمانی کرتے ہیں اور عوام کے ایک طبقے میں ان کو پذیرائی بھی حاصل ہے ۔ان کے طریقہ کار سے اختلاف کیا جاسکتا ہے لیکن انہیں نظر انداز نہیں کیاجاسکتا کیونکہ زمینی سطح پر وہ اس مسئلہ کے کلیدی فریق ہیں اور انہیں آن بورڈ لئے بغیر کشمیر مسئلہ کے حل کے حوالے سے کوئی بھی عمل منطقی انجام تک نہیں پہنچ سکتا ہے ۔

پی ڈی پی اور بی جے پی نے حکومت سازی سے قبل جو ایجنڈا آف الائنس تشکیل دیا ہے ،اُس میں تو انہی باتوں پر اتفا ق کیاگیا ہے ۔اُس ایجنڈا آف الائنس میں واضح کیاگیا ہے کہ مفاہمت کے سوا کوئی چارہ نہیں ہے اور مفاہمتی عمل شروع کرکے ہر ایک سے بات ہوگی ۔اگر ایجنڈا آف الائنس پر عمل ہوتا ہے تو بہت سارے معاملات خود بخود حل ہوجائیں گے ۔جہاں مسئلہ کشمیر کے اقتصادی پہلوؤں کا احاطہ ہوگا وہیں سیاسی پہلو کو بھی ایڈرس کیا جاسکے گالیکن اس کیلئے سیاسی جرأتمندی لازمی ہے اور وزیراعظم مودی میں وہ قائدانہ صلاحیت ہے کہ وہ مخصوص حلقوں کی جانب سے ایجاد کردہ سیاسی بیانیہ کے خلاف جاکر مفاہمت اور مصالحت کی ایک نئی فضا قائم کرسکتے ہیں۔اس عمل کے نتیجہ میں نہ صرف ریاست خاص کر کشمیر میں مین سٹریم جماعتوں کے تئیں عوام کا اعتماد بحال ہوگااور انہیں یہ محسوس ہوگاکہ اُن کے منڈیٹ کا احترام کیاجارہا ہے بلکہ امن کی ہوائیں چلنا بھی شروع ہوجائیں گی تاہم ناگزیر ضرورت یہ ہے کہ مفاہمتی عمل کیلئے سازگار ماحول تیار کیاجائے ۔

اس بات میں کوئی شک نہیں کہ محبوبہ مفتی کی قیادت والی سرکار ریاست میں  ساز گارماحول  بنانے کیلئے سنجیدگی او ر خلوص کے ساتھ کا م کر رہی ہے ۔خود وزیر اعلیٰ پُر امید نظر آرہی ہیں،لیکن نئی دلی پر ذمہ داری عائد ہوتی کہ وہ ماحول کو سازگار بنانے میں اپنا کردار ادا کرے۔عوام کو مایوس کن صورتحال سے نکالنے اور مسئلہ کو حل کرنے کیلئے وزیر داخلہ کا ماننا ہے کہ مسئلہ کشمیر کامستقل حل ہمدردی،روابط ،بقائے باہمی،اعتماد سازی اور استحکام جیسے 5نکات پر مشتمل ہوگا ۔

یہ 5نکات وزیر اعظم کے بیان کا ہی تسلسل لگتے ہیں اور یقینی طور پر کشمیر جیسے نازک مسئلہ سے نمٹنے کیلئے جہاں ہمدری اور بقائے باہمی کا جذبہ ناگزیر ہے وہیں مسلسل تعلق داری یا رابطہ اور اعتماد سازی ایسے عوامل ہیں جو اس عمل کو مستحکم کرنے میں مدد گار ثابت ہوسکتے ہیں۔استحکام کا خواب اس وقت تک شرمندہ تعبیر نہیں ہوسکتا جب تک افہام و تفہیم کا ماحول پیدا نہ کیاجائے ۔امن و استحکام کیلئے لازمی ہے کہ پہلے چار نکات پر من وعن عمل ہو۔

ماضی میں نئی دلی کی غلط پالیسوں اوروعدہ خلافیوں سے کشمیری عوام کا اعتماد متزلزل ہوچکا ہے جس کی وجہ سے سرینگر اور دلی کے درمیان اعتماد کا فقدان پیدا ہوچکا ہے اور اس اعتماد کے فقدان کو ختم کر کے اعتماد کی فضابحال کرنے کے لئے لازمی ہے کہ وزیر اعظم اور وزیر داخلہ کے بیانات کو زمینی سطح پر عملی شکل دیں۔اس سلسلے میں اعتماد سازی کے اقدامات تو کرنے ہی کرنے ہیں لیکن ساتھ ہی کوئی ایسا قدم اٹھانے سے اجتناب کیا جاناچاہئے جس سے عوام کے جذبات مجروح ہوں۔

جہاں تک علیحدگی پسندوں کا تعلق ہے تو چونکہ وہ بھی عوام کی نمائندگی کا دعویٰ کرتے ہیں ،لہٰذا ان پر بھی یہ  ذمہ داری عائد ہوتی ہے کہ عوام کے وسیع تر مفاد میں اپنے اپروچ میں تبدیلی لائیں اور ایک بار پھر ایسے ہی امن  کوایک اور موقعہ فراہم کریں جیسے انہوں نے 2002میں کیاتھا۔لبریشن فرنٹ کے سربراہ محمد یاسین ملک نے آن رکارڈ اس بات کا اعتراف کیا ہے کہ کس طرح انہوں نے امن  کو آگے بڑھانے کی سعی کرکے عسکری قیادت کو قائل کیاتھا کہ وہ امن  کو ایک موقعہ فراہم کریں۔آج ایک بار پھر محمد یاسین ملک ،سید علی گیلانی اور میر واعظ مولوی محمد عمر فاروق کو سیاسی بالغ نظری کا مظاہرہ کرکے امن کو ایک موقعہ فراہم کرنا چاہئے ۔اس ضمن میں فوری ضرورت یہ ہے کہ اس عمل کی شروعات کیلئے ساز گار ماحول کے قیام میں حکومت ہند اور ریاستی حکومت کی مدد کی جائے ۔کشمیر کسی ایک جماعت یا نظریہ کا معاملہ نہیں بلکہ یہ ہم سب کا دردِ مشترک ہے اور اگر اس درد سے خلاصی درکار ہے تو سب کو مل کر اپنا کردار نبھانا ہوگا تاکہ یہ رستا ہوا ناسور مزید انسانی جانوں کو نگلنے کا باعث بننے کی بجائے ہمیشہ ہمیشہ کیلئے ختم ہوسکے اور سرزمین کشمیر پھر سے امن وآشتی کا گہوارہ بن کر پوری عالم انسانیت کیلئے راحت و قرار کے وہی لمحات میسر کرسکے جس کیلئے یہ سرزمین اقوام عالم میں جانی اور پہچانی جاتی ہے۔

کشمیرـ: تعلیمی سرگرمیوں کی بحالی ہماری اجتماعی ذمہ داری

نیلسن منڈیلا کا یہ مشہور قول تعلیم کی اہمیت کے بارے میں ہے۔’’ تعلیم سب سے موثر ہتھیار ہے جس کی مدد سے آپ اپنی دنیا بدل سکتے ہیں‘‘۔

ایک طرف جہاں ہم کشمیر بند کی وجہ سے ہوئے اقتصادی نقصان کا تخمینہ لگا رہے ہیں وہیں ہمیں یہ گنتی بھی کرنی چاہیے کہ ہڑتالوں کی وجہ سے کتنے تعلیمی دن ضائع ہوگئے۔ وادی کشمیر میں گزشتہ تین ماہ سے تقریباً تمام تعلیمی ادارے بند ہیں اور وہ طالب علم جنہیں اسکولوں اور کالجوں میں ہونا چاہیے تھا، ان کی ایک بڑی تعداد ہاتھوں میں سنگ اٹھائے سڑکوں پر بیٹھی ہے ۔ مسئلہ کشمیر اور اس کی وجوہات ایک طرف لیکن ایک  ایسی ریاست جو پہلے ہی سیاسی غیر یقینیت اور اقتصادی بدحالی کی وجہ سے مشکلات سے جوجھ رہی ہو ، وہ کیا شعبہ تعلیم کی تباہی کی متحمل ہوسکتی ہے؟ کشمیری طلبہ کو جب بھی کبھی موقع ملا انہوں نے ریاستی، قومی اور بین الاقوامی سطح پر اپنی قابلیت کا لوہا منوایا ہے ۔

دو ہزار پندرہ میں جموں وکشمیر میں نئی حکومت کے قیام کے بعد ہی تعلیمی شعبہ کی طرف خاص توجہ مرکوز کی گئی تھی اور اگر واقعا ت کا صحیح تجزیہ کیا جائے تو یہ کہنا بے جا نہ ہوگا کہ تعلیمی شعبہ حکومت کی اہم ترجیحات میں شامل رہا۔ گزشتہ ڈیڑھ سال کے دوران حکومت نے تعلیمی شعبہ کو صحیح سمت دینے کے لئے کئی انقلابی نوعیت کے اقدامات بھی کئے۔ان اقدامات کی وجہ سے اگرچہ ریاست کے وزیر تعلیم نعیم اختر اندرابی کو ایک حلقہ کی طرف سے تنقید کا نشانہ بھی بنایا گیا لیکن بالآخر اس کے مثبت نتائج کے بعد ہر طرف سے ان اقدامات کی ستائش کی گئی۔ حکومت نے گزشتہ سال سرما میں وزیر اعلیٰ سپر ففٹی کوچنگ سنٹر قائم کئے جس کی وجہ سے طلبہ کی ایک بڑی تعداد نے قومی سطح کے امتحانات میں کامیابی حاصل کی۔

لیکن اسے بدقسمتی کہیں یا کچھ اور کہ جولائی کے مہینے سے ہی نا مساعد حالات کی وجہ سے کشمیر کا تعلیمی شعبہ بری طرح متاثر ہوا ہے۔ وادی میں جاری مسلسل ہڑتالوں نے اس شعبے کو پوری طرح سے یرغمال بنا لیا ہے۔ تعلیمی شعبہ کو یرغمال بنانے سے قبل اس بات پر غور کرنا چاہیے تھا کہ 2008اور 2010کی ہڑتالوں کی وجہ سے جو نقصان اس شعبہ کو ہوا کیا بعد میں اس کی بھرپائی ہوسکی ۔2014 کے تباہ کن سیلاب کی وجہ سے بنیادی تعلیمی ڈھانچہ تباہ ہوا لیکن سرکار نے گزشتہ ڈیڑھ سال کے دوران جہاں بنیادی ڈھانچے کی از سر نو بحالی کے لئے اقدامات کئے وہیں معیاری تعلیم کی فراہمی سرکار کی خاص توجہ کا مرکز رہی ۔ سیلاب کے بعد حکومت نے نہ صرف اضافی کلاسز کا اہتمام کیا بلکہ چند ماہ امتحانات کو بھی موخر کرنا پڑا لیکن بار بار ایسا کرنا ممکن نہیں ہے۔

دو ہزار پندرہ میں جموں وکشمیر میں نئی حکومت کے قیام کے بعد ہی تعلیمی شعبہ کی طرف خاص توجہ مرکوز کی گئی تھی اور اگر واقعا ت کا صحیح تجزیہ کیا جائے تو یہ کہنا بے جا نہ ہوگا کہ تعلیمی شعبہ حکومت کی اہم ترجیحات میں شامل رہا۔ گزشتہ ڈیڑھ سال کے دوران حکومت نے تعلیمی شعبہ کو صحیح سمت دینے کے لئے کئی انقلابی نوعیت کے اقدامات بھی کئے۔ان اقدامات کی وجہ سے اگرچہ ریاست کے وزیر تعلیم نعیم اختر اندرابی کو ایک حلقہ کی طرف سے تنقید کا نشانہ بھی بنایا گیا لیکن بالآخر اس کے مثبت نتائج کے بعد ہر طرف سے ان اقدامات کی ستائش کی گئی۔ حکومت نے گزشتہ سال سرما میں وزیر اعلیٰ سپر ففٹی کوچنگ سنٹر قائم کئے جس کی وجہ سے طلبہ کی ایک بڑی تعداد نے قومی سطح کے امتحانات میں کامیابی حاصل کی۔

امرناتھ یاترا : کشمیر یت کی علامت

ذرہ ذرہ ہے میرے کشمیر کا مہمان نواز

راہ میں پتھر کے ٹکڑوں نے دیا پانی مجھے

حکیم نارائین چکسبت اگر زندہ ہوتے توشاید آج انہیں یہ شعر لکھنے پر نہایت ہی افسوس ہوتا ،کیونکہ جس مہمان نوازی کاذکر انہوں نے اپنے اس شعر میں کیا ہے10جولائی کواُن ہی مہمان نوازوں کی وادی میں چند شر پسند عناصر نے یہاں آئے مہمانوں پر حملہ کر کے 7افراد کو ہلاک کیا۔کشمیر میں امرناتھ یاترا صدیو ں سے چلی آرہی ہے اور تاریخ کی کتابوں کے مطابق 1885 میں ایک مسلمان بوٹہ ملک نے امرناتھ گھپا کو دریافت کیا تھا اور تقریباً ایک صدی سے ہندئو مذہب کے پیروکاروں کی اس گھپا سے عقیدت وابستہ ہے۔یاترا کشمیر کی مہمان نوازی اور بھائی چارے کی ایک علامت رہی ہے اور ایک واقعہ کو چھوڑکر پر تشدد و نا مساعد حالات کے باوجودبھی امرناتھ یاترا ہمیشہ سے پر ُامن رہی ہے ۔حقیقت یہ بھی ہے کشمیری مسلمانوں نے یاترا میں اپنا کردار ادا کیا ۔1990میں ریاست میں عسکری تحریک شروع ہونے کے بعد 1994میں حرکت الانصار نامی تنظیم نے یاترا پر حملے کی دھمکی دی تھی تاہم یاترا پُر امن اختتام کو پہنچی لیکن 2000میں ایک بد قسمت واقع پیش آیا جب بندوق برداروں نے پہلگام میں یاترا بیس کیمپ پر حملہ کر کے دودرجن سے ذائد افراد کو ہلاک کیا۔2008میں امرناتھ شرائن بورڈ کو زمین فراہم کرنے کے خلاف چلی مہم کے باوجود یاترا پُر امن اختتام پذیر ہوئی جبکہ 2010اور2016کے نامسائد حالات کے دوران بھی یاترا پُر امن رہی ۔اگر حالات خراب بھی تھے لیکن مقامی لوگوں نے کبھی بھی یاترا کو کوئی گزند پہنچانے کی کوشش نہیں کی۔اس بدقسمت قوم کے،جس کے اپنے بدن زخمی سے چھلنی ہے ،دوسروں کا درد جلد محسوس کرتی ہے ،ہم اپنے گھر سے جلا سکتے ہیں لیکن دوسری کے گھر جلتے نہیں دیکھ سکتے ۔یاترا پر ہوئے حملے سے چند روز قبل جنوبی کشمیر میں ہی جب ایک گاڑی کو حادثہ پیش آیا تو وہاں کے مقامی باشندوں نے جائے واقعہ پر پہنچ کر یاتریوں کا ہسپتال پہنچایا ۔

سال 2008 میں جب شرائن بورڈ کو زمین منتقل کرنے کا تنازعہ عروج پر تھا اور کئی عام شہری مارے جاچکے تھے،پوری وادی کرفیو کی وجہ سے محصور تھی،لیکن اُس وقت بھی کشمیریوںنے مہمان نوازی کی ایک عظیم مثال پیش کرتے ہوئے جگہ جگہ پریاتریوں کے لئے لنگر وںکا اہتمام کیا ۔

گزشتہ 10جولائی کو جنوبی کشمیر کے بوٹینگو علاقے میں جب مسلح افراد نے یاتریوں سے بھری بس پر اندھا دھند گولیاں چلائیں شاید وہ اچھی طرح سے جانتے تھے کہ وہ کشمیریوں کی صدیوں کی پرانی مہمانی نوازی او ر بھائی چارے کی روایت پر ایک ایسا بد نما داغ لگا رہے ہیں جس کو مٹانے میں شاید دہائیاں لگ جائیں گی۔

اس واقعہ کے خلاف کشمیری قوم نے جس طرح ایک ہوکر آواز اٹھائی وہ اپنے آپ میں خود کئی سوال کا جواب ہے ۔ایک ایسے دور میں جب چند خود ساختہ قوم پرست نیوز چینلوں نے کشمیریوںکے خلاف ایک جنگ شروع کی ہے اور ایک کشمیریوں کو مشکوک بنانے کی مہم شروع کی ہے ،اس دوران یاترا حملے کے خلاف سیاسی نظریات سے بالا تر ہوکر ایک آواز میں مذمت کی، نہ صرف حوصلہ افزا ء ہے بلکہ خود ساختہ قوم پرستوں کو بھی جواب دیا کہ کشمیری عوام فطرتاً شریف او ر مہمان نواز ہیں ۔

یہ بھی ایک حقیقت ہے کہ ہر سماج اور قوم میں چند مٹھی بھر لو گ ایسے بھی ہیں جو جنونیت کے عالم اور مذہب کی آڑ میں ایسے قدم اٹھاتے ہیں جس کا خمیازہ پوری قوم کو بھگتنا پڑتا ہے اور ایسا ہی چند روز قبل ہوا۔اس واقعہ نے عسکریت پسندوں کے ارادوں پر بھی سوالات کھڑے کئے ۔اس میں کوئی شک نہیں کہ سماج کے ایک طبقہ میں عسکریت پسندوں کو قبولیت حاصل ہے مگر سوال یہ ہے کہ ماہ رمضان کے مقد س مہینے میں ایک پولیس پارٹی پر حملہ کرکے چھ اہلکاروں کو ہلاک کیا گیا جبکہ اس سے قبل جموں وکشمیر بنک کی ایک گاڑی حملہ کر کے بنک کے محافظین اور چار پولیس اہلکاروں کوجس بے دردی سے جان لی گئی ۔کیا یہ لوگ ایک ایسی حد کو پار نہیں کر رہے ہیں جس کااثر تمام کشمیری قوم پر پڑسکتا ہے اور یہاں کے سماجی تانے بانے کو درہم بر ہم کر سکتی ہے۔جن نوجوانوں نے بندوق کی راہ اختیار کی ہے،کیا یہ صحیح ہے یا غلط ،پر بحث کی جاسکتی ہے لیکن ایسے واقعات واقعی اُن کے ارادوں پر سوالات اٹھا رہے ہیں۔

امرناتھ یاتریوں پر ہوئے حملے کودہشت گردانہ واقعہ ہی قرار دیا جاسکتا ہے کیونکہ معصوم بچوں ،عورتوں ،غیر مسلح افراد او ر مذہبی مقامات پر حملہ کرنے والے دہشت گرد ہی ہوسکتے ہیں کیونکہ ایسے لوگ انسانیت ،تہذیت اوراور مذہبی بھائی چارے کے دشمن ہیں ،ایسے لوگو ں کا حصول مقصد کسی قوم کی آزادی نہیں بلکہ تباہی ہوتی ہے۔

اس واقعہ کا ایک اور بدقسمت پہلو یہ ہے کہ اس پر سیاست کرنے اور مذہبی رنگ دینے کی کوشش کی گئی۔نیشنل کانفرنس سکیولر بنیادوں پر وجود میں آئی ہے لیکن جب اسی جماعت کے قائدین اس معاملے کو مذہبی یا علاقائی رنگ دینے کی کوشش کریں تو اسے بدقسمتی سے ہی تعبیر کیاجاسکتا۔نیشنل کانفرنس نے کوئی موقعہ گنوائے بغیر جموں بند کال کی حمایت کا اعلان کیا ۔پارٹی اچھی طرح سے جانتی تھی کہ اس واقعہ کا ایک مذہبی پہلوہے اورایک مذہب کے پیرو کاروں کے جذبات مجروح ہوئے ہیں اور ایسی صورتحال میں جموں بند کال کی حمایت کرنا ،ویشو ہند پرشید اور بجرنگ دل کی حمایت کرنا کتنا خطرناک ثابت ہوسکتا ہے۔اگر یہ جماعت جموں وکشمیر بندکی کال دیتے یا اس کی حمایت کرتی تو شائد ان کے ارادوں پر شک کی انگلی نہیں اٹھتی لیکن جس طرح انہوں نے مذہبی منافرت پھیلانے اور علاقائی تقسیم کا ساتھ دیا تویہاں شک یقین میں بدل جاتاہے۔عمر عبداللہ سے توقع ہے کہ وہ ایک سنجیدہ سیاستدان ہیں اور ا نہیں اپنی ذمہ داریوں کا احساس ہوگا ۔لیکن انہوںنے ٹویٹر پر ریاست سے باہر مقیم کشمیریوں کا ذکر کرتے ہوئے انہیں ہوشیار رہنے کی صلح دی اور وزیر داخلہ سے ان کی حفاظت کویقینی بنانے کا مطالبہ کیا۔یہاں وہ دانستہ یا نادانستہ ایک ایسی غلطی کر بیٹھے جس کا خمیازہ عام لوگوں اور ریاست سے باہر مقیم کشمیریوں کو بھگتنا پڑ سکتا ہے۔اگر انہیں واقعی کشمیریوں کی فکر تھی تو وہ اپنے خدشات کا اظہار کرنے کیلئے مرکزی وزیر داخلہ سے فون پر بھی رابطہ کرتے یا یا وزیر اعلیٰ کی نوٹس میں لاسکتے تھے ۔لیکن انہوں نے ایسا نہ کرنے کے بجائے ایک کھلے پلیٹ فارم پر ایسی بات کہی جس کا مقصد اگر نیک بھی ہوتا لیکن ان کا ٹویٹ مذہبی جنونیت والوں کو اُکسانے کیلئے کافی تھا۔عمر عبداللہ کے مقابلے میں علیحدگی پسندلیڈران کا رول کم از کم مثبت رہا اور انہوں نے سنجیدگی کا مظاہرہ کرکے ایک آواز میں اس واقعہ کی نہ صرف مذمت کی بلکہ ایسے عناصر کو الگ تھلگ کرنے پر بھی زو ر دیا۔

اس واقعہ کو لیکر جموں وکشمیر کی وزیر اعلیٰ محبوبہ مفتی نے نہایت ہی سنجیدہ اور مدبرانہ رول ادا کیا۔نہ صرف وزیر اعلیٰ بلکہ ایک کشمیری لیڈر ہونے کے ناطے انہوں نے وہی کیا جو وقت کا تقاضہ تھا۔اُن کی ریاست میں ایک بدقسمت واقعہ پیش آیا تھا اور کوئی وقت ضائع کئے بغیر وہ اننت ناگ پہنچی اور پوری رات متاثرین کے شانہ بشانہ رہیں اور زخمیوں کے  علاج و معالجہ کی از خود نگرانی کی۔انہوں نے وہی کیا جس کی ایک صحیح کشمیری سے توقع کی جاسکتی ہے۔

When Kashmiriyat won

The recent Amarnath tragedy narrates the story of fellow feeling and an everlasting emotion of humanity

Had Narayin Chakbast been alive today he would have regretted his own words. Chakbast recited the couplet almost 90 years ago, impressed with the warmth and hospitality of the people in Kashmir. In the same valley, today he would have witnessed bloodbath of the innocent. Seven pilgrims fell to the bullets of gunmen in Anantang district of south Kashmir, last Monday, when radical gunmen fired upon the pilgrim bus returning from the cave of Amarnath shrine after fulfilling their religious duties. This brutality is a grim reminder about the social sanctity of the gun culture in a section of Kashmiri society. I have always been against the violence and believe in peaceful form of resistance. This attack, therefore, has strengthened my resolve. 

Every year lakhs of Hindus from other parts of the country come here to pay obeisance at the Amaranth cave. Interestingly, the cave was discovered by the Muslim shepherd, more than a century ago, and has since served as a symbol of religious harmony between the Hindus and Muslims, irrespective of the many highs and lows between New Delhi and Srinagar

Even during the peak of militancy, Muslims whole heartedly embraced Hindus and offered all possible support to perform their religious rights without any hassles. The recent attack has made us hang our heads in shame. 

Against such attacks in the past, common Kashmiris always exhibited Kashmiriyat. In 2008 when the valley was seething against the decision of transferring forest land to Amarnath Shrine Board, the Yatris were greeted with love. 2010 saw a repetition of it despite the massive outrage in valley over the killing of three young boys in a staged encounter by army.

Free food and other basic requirements were distributed by the people to ensure that yatris won’t face any inconvenience. Kashmiri’s feel the pain because they are themselves the worst sufferers. Kashmir’s heart is filled with humanity and that was witnessed few weeks back when a bus carrying pilgrims met an accident at Kulgam district in South Kashmir. Young Kashmiris responded with all concern and care. 

Even the July 10 militant attack provoked a befitting reply from the people who condemned it. Meanwhile, the hyper-nationalist news anchors who are spewing  venom, in prime time shows, against Kashmiris and trying to brand every Kashmiri as terrorist, pitting one against another must have got answers. Kashmiris proved what they stand for peace and brotherhood. Kashmiryat won.

The fanatic elements who disturb the peace in the name of religion  are in every society but they can’t be portrayed as the representatives the way news channels project when it comes to Kashmir. The elements inimical to peace have only one unequivocal agenda to pit people against each other, irrespective of their faith and religion.

Unfortunately even opposition political parties did not mind stoking communal tensions which was evident from the recent statement of National Conference which supported the Jammu Bandh.

NC was well aware about the fallout of this attack and it could have deepened the divide between Kashmir and Jammu and pit a Hindu Majority Jammu against Muslim Majority Kashmir. Had they given Jammu & Kashmir band call one could not have doubted their intentions but the way they incited regional divide, their intention was evident. They didn’t stop here, the party’s tech savvy working president Omar Abdullah took to twitter and cautioned Kashmiris living outside to be vigilant.

Omar Abdullah, the party president and former chief minister immediately  fanned the fire. He requested Rajnath Singh on the micro blogging site to ensure security of Kashmiris outside. The sincerity could have been in Omar Abdullah’s phone call and not in the provocative tweet which he did.  

Wittingly or unwittingly Omar Abdullah's tweet put thousands of lives on risk as his tweets were not only provocative but it could have whipped up religious fundamentalists to spew venom against Kashmiris. 

One can’t ignore the outreach of chief minister Mehbooba Mufti to the victim yatris. She rushed to the local hospital and stayed with them for the whole night despite the security concerns.

The gesture of Chief Minister vindicated the true Kashmiriyat and defeated all such elements who try to damage the centuries old tradition of hospitality what Kashmir is known for.
